トランプ氏、イランなど12カ国からの入国禁止布告に署名

[ワシントン４日ロイター] - トランプ米大統領は４日、国家安全保障上の懸念を理由にイラン、アフガニスタン、リビアなど１２カ国からの入国を禁止する布告に署名した。

布告は米東部時間９日午前０時０１分（日本時間同午後１時０１分）に発効する。

対象国はほかに、ミャンマー、チャド、コンゴ、赤道ギニア、エリトリア、ハイチ、ソマリア、スーダン、イエメンが含まれる。

ブルンジ、キューバ、ラオス、シエラレオネ、トーゴ、トルクメニスタン、ベネズエラからの渡航も一部制限する。

トランプ氏はＸに投稿した動画で「わが国に危害を加えようとする者の入国は認めない」と述べ、対象国のリストが改訂され新たな国が追加される可能性もあるとした。

また、最も厳しい制限の対象となる国は「大規模なテロリストの存在」を容認していると判断され、ビザ（査証）の安全性に関する協力を怠り、渡航者の身元確認ができないほか、犯罪歴の記録が不十分で、米国での超過滞在率が高いと指摘。

「米国への入国希望者を安全かつ確実に審査・検査できない国からの移民を自由に受け入れることはできない」と述べた。

ホワイトハウスは声明で、全面的な入国禁止措置が取られた国は「適正検査と審査に不備があり、米国に非常に高いリスクをもたらすと判断された」と説明した。

トランプ氏は１期目にもイスラム教徒が多い７カ国からの入国を禁止し、連邦最高裁は２０１８年にこの措置を支持する判断を下した。

その後、民主党のバイデン前大統領はこの禁止令を「国家の良心の汚点」と呼び、２１年に撤廃した。
