世界の人道援助、米はもはや大半負担せずと国務長官「不公平」

[ブリュッセル／ワシントン４日ロイター] - ルビオ米国務長官は４日、米国は世界の人道援助の大部分をもはや負担しないと述べ、他国も貢献すべきだと訴えた。

ブリュッセルで記者団に「われわれは世界の政府ではない。他国と同様に人道援助を提供し、最善の努力をする」と述べる一方、「他のニーズとのバランスを取る必要がある」とも強調した。

世界の人道援助の６─７割を米国が負担することを期待するのは公平ではないとも指摘。世界には援助に貢献すべき「豊かな国」が多数あるとし、中国やインドを名指しした。

ミャンマーで３月２８日に発生した大地震を受けて米国が発表した支援は２００万ドルと控えめな額にとどまった。３人の調査チームを現地に派遣することも発表したが、軍事政権によるビザ発給の問題で到着が遅れている。以前は津波や地震など世界中の災害に対し、熟練の救助要員を迅速に派遣してきた。

ルビオ氏は、対外支援を担う米国際開発局（ＵＳＡＩＤ）が実質的に解体されたため地震への対応が遅れたとの批判を否定した。
