トランプ政権、ロシアのハイブリッド戦争への対策縮小＝関係筋

[ニューヨーク/ベルリン１９日ロイター] - 米国の国家安全保障機関が、ロシアによる妨害工作、偽情報の流布、サイバー攻撃に対抗するための取り組みを停止し、同国に対する圧力を緩和したことが関係者の話で明らかになった。

西側の情報機関や安全保障当局者によると、ロシアはウクライナを支援する西側諸国の取り組みを弱めることを目的に、「ハイブリッド戦争」を開始した。２０２４年春に欧州各地で発生した放火事件などが含まれるという。

バイデン前米大統領は昨年、こうした動きについて報告を受け、国家安全保障当局に対し欧州との情報共有を強化し、国内での攻撃を防ぐためのタスクフォースを設置するよう指示した。

タスクフォースに参加した元政府高官らは、国家安全保障会議（ＮＳＣ）がこの計画を主導し、少なくとも７つの安全保障機関が欧州の同盟国と協力して欧米を標的とした陰謀の阻止に取り組んだと話した。

トランプ氏が大統領選で勝利した後、バイデン政権は同氏の陣営にこの取り組みについて説明し、ロシアのハイブリッド戦争に対する監視を続けるよう促したという。

しかし、現職および元政府高官は、トランプ氏の大統領就任以降、大半の活動が休止状態にあると語った。ＮＳＣと欧州各国の安全保障担当者の定例会議は開催されず、ＮＳＣは米連邦捜査局（ＦＢＩ）、国土安全保障省や国務省など省庁間の調整を停止したと述べた。

タスクフォースに関与する一部の当局者は、トランプ政権が情報機関の警告にもかかわらず、この問題の優先順位を下げていることに懸念を示した。

一部のアナリストはロシアのハイブリッド戦争に対抗する活動を縮小することは米国にとって危険だと指摘する。

アメリカン・エンタープライズ公共政策研の外交・防衛政策担当ディレクター、コリ・シェーク氏は「米国は自国に対する潜在的な戦争行為から目を背けることを選んでいる」と警鐘を鳴らした。
