インド、政府アプリのプリインストール命令全スマホメーカーに

[ベンガルール１日ロイター] - インド通信省は全てのスマートフォンメーカーに対し、新機種に国のサイバーセキュリティーアプリをプリインストールするよう内々に要請した。

米アップル(AAPL.O), opens new tabやプライバシー擁護団体が反発する可能性が高い。

ロイターが確認した１１月２８日付の命令では、大手スマホ企業は９０日以内に、政府アプリ「Sanchar Saathi」を新機種にプリインストールし、ユーザーが無効にできないようにすることが規定されている。

インドは世界有数の通信市場で、利用者は１２億人超。政府によると、このアプリは１月の導入以降、７０万台超の紛失端末の発見に寄与し、１０月だけで５万台の回収を助けた。

政府はこのアプリについて、サイバー脅威の防止に役立ち、紛失・盗難スマホの追跡・ブロックを支援するほか、警察が端末を追跡するのを助けると同時に、偽造品を闇市場から締め出すのにつながるとしている。

一方、アップルは以前、政府の迷惑メール対策アプリの開発を巡って通信規制当局と対立したことがある。

アップルはコメント要請に応じなかった。インド通信省からもコメントを得られていない。

政府は、偽造・詐称されたＩＭＥＩ番号（端末識別番号）がサイバー詐欺やネットワーク悪用を招く「重大な脅威」になっているとして、アプリが不可欠だと説明している。

事情に詳しい関係者によると、アップルは自社以外のアプリを販売前の端末にプリインストールすることを内部規則で禁止している。

調査会社カウンターポイントによると、２０２５年半ば時点でインド国内のスマホ７億３５００万台のうち、ｉＯＳ搭載機は４．５％にとどまり、残りは全てアンドロイド端末が占める。

カウンターポイントの調査ディレクターは「アップルは過去に政府からのこうした要請を拒んできた」と述べ、強制搭載ではなく、ユーザーにインストールを促す方式への調整を模索する可能性を指摘した。
