ミャンマー東部で中国が新たにレアアース採掘か、北部情勢悪化で

［バンコク　１２日　ロイター］ - ミャンマー東部シャン州で中国資本とみられる資源会社が、少数民族の武装組織に防護されながらレアアース（希土類）の採掘を行っていることが、関係者の話で分かった。

レアアースは、米中貿易交渉で中国の重要な交渉カードになっている。風力タービン、医療機器、電気自動車（ＥＶ）などの動力部分を担う重希土類磁石の加工で中国はほぼ独占状態にある。しかし重希土類金属とその酸化物はミャンマーに大きく依存しており、中国税関によると今年１─４月の輸入のほぼ半分をミャンマーが占めた。

ミャンマーの主要な重希土類鉱山は中国と国境を接する北部カチン州にある。しかし軍政に抵抗する少数民族武装組織が管理下に置いたため現地での中国資本の操業は今年２月までに停止した。東部シャン州での新たな採掘活動は、そのためのみられる。

関係者や地元住民によると、シャン州の重希土類の鉱床がある丘陵地帯では少数民族ワ族の武装勢力、ワ州連合軍（ＵＷＳＡ）に警護されながら少なくとも１００人が昼夜交代で掘削・採掘作業を行っている。ロイターは鉱山の所有者を特定できていないが、関係者やシャン族人権団体のメンバーによると、少なくとも１カ所は、中国語を話す管理者を擁する中国企業によって運営されているという。

ＵＷＳＡはシャン州で有数の規模を持つ武装勢力。非営利団体の米国平和研究所（ＵＳＩＰ）によると、長年にわたり中国と商業、軍事面でつながりを持っている。

ベンチマーク・ミネラル・インテリジェンス（ロンドン）のネハ・ムケルジー氏は、中国政府は重希土類抽出技術を厳しく管理しており、中国の支援なしにミャンマーで作業を行うのは難しいと指摘する。また規制が緩いミャンマーでは、他の地域の７分の１のコストで重希土類酸化物を生産でき「収益性が高い」という。

ＵＳＩＰのミャンマー担当ディレクター、ジェイソン・タワーズ氏は「ワ族は３５年間、ミャンマー国軍と武力衝突していない」とし、「中国政府と企業はワ族の支配地域が北部よりも安定していると考えているだろう」と述べた。

中国商務省、ＵＷＳＡ、ミャンマー軍事政権はロイターの取材に回答していない。
